These weights reflect relative exposure based on speed, traffic density, functional hierarchy, and complexity of movement.&lt;/p&gt;&lt;p&gt;The weighted road network was intersected with municipal boundaries, and slope and weather modifiers were applied to adjust road‑accident risk scores where steep terrain and adverse climatic conditions are present. Final hazard values were computed using a length‑weighted summarisation of all road segments within each municipality.&lt;/p&gt;&lt;p&gt;The resulting dataset provides a municipal‑scale hazard index highlighting areas where road characteristics, terrain, and weather conditions create increased accident likelihood. This layer supports provincial disaster management, emergency response planning, municipal safety profiling, infrastructure prioritisation, and transport‑risk mitigation.&lt;/p&gt;&lt;/div&gt;</idAbs>
