This dataset identifies municipalities with elevated road‑accident hazard based on weighted road‑type classifications and additional modifiers related to slope and weather risk. Road segments were assigned accident‑risk weights (Ranks 1–10) and aggregated at the municipal scale to produce a spatial representation of relative road‑transport hazard across KwaZulu‑Natal. |

Road types were weighted according to their potential contribution to accident risk, based on a 10‑to‑1 ranking system ranging from National Freeways (10) to Footpaths (1). These weights reflect relative exposure based on speed, traffic density, functional hierarchy, and complexity of movement.

The weighted road network was intersected with municipal boundaries, and slope and weather modifiers were applied to adjust road‑accident risk scores where steep terrain and adverse climatic conditions are present. Final hazard values were computed using a length‑weighted summarisation of all road segments within each municipality.

The resulting dataset provides a municipal‑scale hazard index highlighting areas where road characteristics, terrain, and weather conditions create increased accident likelihood. This layer supports provincial disaster management, emergency response planning, municipal safety profiling, infrastructure prioritisation, and transport‑risk mitigation.

|

This dataset is intended for strategic‑level hazard assessment. Municipal hazard values represent relative risk, not actual accident counts. Accuracy is dependent on the underlying road‑network classification, DEM resolution, and weather‑risk inputs. Local‑level validation is recommended before operational decision‑making or detailed engineering applications.
|
